Consolidate 23 candidate projects across the estate into a sequenced £8.6m three-year capital investment programme for 2027–29.
The draft programme is weighted 40% course, 25% buildings, 20% commercial uplift, 15% estate infrastructure. Member consultation is planned ahead of December board approval.
Strategy 45% complete. Draft programme (d10) endorsed by Mike Wells; awaiting Adair Simpson and Archie Paton sign-off for consultation release.
